Notification emails use current user's language, not recipient language #181

I've seen "blocking comment" notification e-mails being sent in Dutch, and then the next one in English. I suspect that the language used is the interface language used by the user adding the comment. It would be better if the interface language of the recipient would be used. This does involve generating separate e-mails for each recipient (I assume currently only one mailtext is generated).

I haven't tested if this also applies to other e-mail notifications, such as the digest mail.
