Once the tagging mechanism (#114) is in place a new datatype can be added, which gives a list view of pages carrying a certain (combination of) label(s).
This tag-container could be the way to implement categories of peer reviewed articles (De Stadsbron) or to aggregate all relevant pages for a certain subcommunity (Meet je stad).

A minimal first version would be to allow adding a header to a tag. This can maybe even be stored directly in the index, but maybe it would be better to have a separate datatype (maybe adding an explicit reference to the page id in the <tag> element in the index), to prevent adding a lot of data to the index.

Adding a header to tag pages is also an item from the Stadsbron marketing advice.
